asked the Minister for Local Government if he is aware that the present system of motor taxation imposes a grave hardship on motorists who cannot afford to tax their vehicles for the full year; and if he will change the present system, so as to ensure that the motorists who tax their vehicles by the quarter or half-year will have to pay only a quarter or half the net annual tax.
