asked the Minister for Education whether he will consider waiving the provision of Rule 73 subsection (2) in connection with the primary school certificate examination 1967 in respect of pupils who are in the judgment of the principal in any degree incapacitated, so as to spare such pupils from the distress of failure.

The future of the primary certificate examination is under review at the moment. In addition a special committee is investigating the educational problems of dull and backward children.
