asked the Minister for Local Government what regulation, if any, has been made requiring a PSV licence in cases where factory employees are provided with free transport at their employers' expense.

A public service vehicle licence under the Road Traffic Acts is required only where the vehicle is used for the carriage of persons for reward. In general, a licence would not be required where employees of the owner of the vehicle are being carried by him free of charge.
