Ministerial absence and postponed questions

Summary

Collins protested that the Education Minister was absent; the Chair ruled the protest out of order. Horgan and Browne sought postponements, and several questions were postponed.

Edward Collins Mr. E. Collins Fine Gael

On a point of order. Before the next question is called, I wish to protest at the absence of the Minister for Education. Under the present system of answering questions it seems to be impossible to have a Minister available except occasionally.

The Deputy is not in order in raising that matter at Question Time and if he insists he is defying the Chair. The Deputy is familiar with precedent and Standing Orders.

It is not helpful to Opposition spokesmen when the Minister is not here to answer questions.

In view of the Minister's absence I should like to have questions Nos. 18, 19, 26 and 27 postponed.
