Reversing the interest rate increase

Summary

Clinton asks why rates are not cut by 2½ percentage points if exchange controls are effective. The Ceann Comhairle says he is getting into argument and moves to the next question.

If exchange control is now considered to be effective and safe, why are interest rates not being reduced by the 2½ per cent that they increased unnecessarily if we had exchange control?
