asked the Minister for Agriculture if it is intended to introduce a scheme of grants for small farmers who do not qualify for grants under the farm modernisation scheme.

Every Irish farmer who is mainly dependent on agriculture for a living is eligible for grants under the farm modernisation scheme. Persons who earn more than the average non-agricultural income from activities outside farming are not eligible and I do not propose to alter this position.
