asked the Minister for the Environment the reasons a person (details supplied) in County Galway who is the holder of a second provisional licence has been refused a full licence and if he will make a statement on the matter.

The granting of driving licences is a function of the local licensing authorities. I understand from the licensing authority in this case that a driving licence was not granted because of an irregularity in connection with the current provisional licence. I understand that the licensing authority are looking into the matter further.
