Devlin Report and national understanding

Summary

Cluskey asked whether the Taoiseach had told semi-State leaders he would not honour the national understanding, citing the Devlin Report. The Taoiseach said Devlin’s second phase applied to chief executives, not chairmen; the Chair ended the exchange before Cluskey could continue.

Would the Taoiseach agree as to the necessity for there being as much incentive as possible for job creation so far as State and semi-State bodies are concerned? Did he inform the chairmen of his intention not to honour the national understanding so far as they were concerned?
