Funding wheelchair access on footpaths

Summary

O’Toole pressed for financial incentives to provide wheelchair access on footpaths; the Minister said local authorities must use their block grants as they decide, and urged flexibility with disability grants.

Would the Minister not consider giving some incentive to local authorities to provide wheelchair access on footpaths and so on?
