The State-sponsored bodies under the aegis of my Department are (1) National Board for Science and Technology (2) An Chomhairle Ealaíon (3) Law Reform Commission and (4) The National Concert Hall Company.

The following is the information sought by the Deputy in relation to each body:—

1. National Board for Science & Technology

* Mr. Hardiman is paid a salary of £12,593 by the NBST solely in his capacity as its part-time chief executive. Total salary paid to him in 1980 is £13,073. That figure includes a retrospective payment of £480 arising from a salary increase awarded in consequence of the recommendations set out in Report No. 20 of the Review Body on Higher Remuneration in the Public Sector.

Mr. Hardiman also receives expenses from the NBST, again solely in his capacity as its chief executive. Those expenses amounted to £5,618 in 1980.

(b) Date of Appointment

Dr. G.T. Wrixon was appointed on 11 January 1980. All the other members were appointed on 5 April 1978.

(c) Whom they replaced

All persons appointed to the Board of the NBST at its inception on 5 April 1978 continue to serve in that capacity. One place, which was not filled initially, was filled subsequently by Dr. Wrixon. The query set out at (c) of the Deputy's question does not, therefore, arise in the case of the NBST.

(d) Number of years of appointment

Dr. Wrixon was appointed for 2 years. All other members were appointed for 4 years.

(e) Salaries or fees are not paid to members of the board. The total cost of their expenses in 1980 was £2,148 and the estimated cost in 1981 is £6,900.

Brendan Adams was appointed on 31 January 1980. All the other members were appointed on 23 December 1978.

(c) Whom they Replaced:

James White replaced Patrick J. Rock as Chairman. Mr. White was already a member of the Arts Council at that time.

Sean O Tuama was re-appointed a member of the Arts Council in December 1978 and resigned in January 1981.

(d) Number of years of appointment:

The Chairman and members were appointed for a period of five years.

(e) The remuneration of the Chairman is £640 per annum. No remuneration is payable to other members of the council and the reimbursement of out of pocket expenses is a matter for the council.

(f) The remuneration of the chairman in 1980 was £640; the estimated cost in 1981 will be of the same order. As in (e) above, expenses are statutorily the responsibility of the council.

3. Law Reform Commission:

Appointment is for a maximum of 5 years. The president was reappointed on 20 October 1980. Professor Heuston was reappointed for a further 3 years on 20 October 1978.

(e) The president of the commission is a judge of the Supreme Court and receives no remuneration from the commission. The other full-time member of the commission — Mr. Roger Hayes — receives remuneration equivalent to that payable to a High Court judge. The other three members are part-time and each is remunerated at the rate of £2,400 per annum. The expenses of members are statutorily the responsibility of the commission.

(f) The total cost of (e) in 1980 was £44,325.40. The estimated cost of (e) in 1981 is £39,930.

4. The National Concert Hall

(e) The Memorandum and Articles of Association of the National Concert Hall provided that the Chairman of the Company may receive such remuneration as the Taoiseach shall determine. The other directors of the company are honorary officers and shall not be entitled to be remunerated. The directors may be paid or refunded all travelling, hotel and other expenses properly incurred by them in attending and returning from meetings of the directors, or in connection with the business of the company.

No level of remuneration for the chairman has yet been determined by the Taoiseach.

(f) The cost of (e) in 1980 does not arise. It is not possible at this stage to form a final estimate of the cost of (e) in 1981.

In relation to the expenses aspect of (e) and (f) of the Deputy's question, with the exception of the Mining Board, the information requested is a matter for the day-to-day administration of the bodies concerned and an area in which I have no function. However, board members are normally entitled to travelling and subsistence expenses at the rates applicable to the highest grade of civil servant. The fees payable per annum to board members are shown under column (e) of the tabular statement.

Legal Aid Board.

(c) All the members listed at (a) are original members save Ms. Laffoy who replaced Miss (now Miss Justice) Mella Carroll, the original chairman of the board.

(d) All the serving members of the Legal Aid Board were appointed for 3 years expiring on 20 December 1982 with the exception of Ms. Laffoy who was appointed for the period 31 October 1980 to 20 December 1982.

(e) The members of the Legal Aid Board are all serving on a part-time basis.

—The Chairman of the Legal Aid Board is paid a fee of £2,250 per annum.

—The non public servant members on the Legal Aid Board are paid fees of £1,400 per annum each.

—The question of payment of fees to the public servant members on the board is under consideration.

(f) The total paid in fees to members of the Legal Aid Board in 1980 was £12,246. The estimated expenditure on fees to members on the Legal Aid Board in 1981 is £19,050.

(d) All the members were appointed for 5 years expiring on 29 January 1983 with the exception of Miss Ackerley who was appointed for the period 5 May 1978 to 29 January 1983.

Criminal Injuries Compensation Tribunal.

(c) All the members listed at (a) were re-appointed on 30 April 1980.

(d) All the members were appointed for three years expiring on 29 April 1983.

(f) The members of the Criminal Injuries Compensation Tribunal are all serving on a part-time basis and receive a fee of £65 for a sitting of the Tribunal or £17 per case decided by a single member. The total amount paid in 1980 was £9,667.00 and the estimated amount to be paid in fees in 1981 is £12,000.

No allowance to cover expenses is paid to members of any of these bodies but travel or subsistence is payable if the occasion arises. Such payments are intended to cover out of pocket expenses only. Members of an Bord Uchtála are the only ones who travel on a regular basis.

the information requested by the Deputy in relation to (a), (b) and (d) is given hereunder. As regards (c) I would refer the Deputy to Dáil Debates of Tuesday, 26 June 1979, (Vol, 315 Col. 903), where a similar question was answered and with which a comparison of membership of the various boards can be made. In relation to (e) the members of health bodies are not paid salaries or fees with the exception of the chairmen or vice-chairmen of health boards and the members of the Voluntary Health Insurance Board. In accordance with section 10 of the Health Act, 1970, an allowance in respect of expenses is paid to the chairmen and vice-chairmen of health boards. The aggregate allowance paid to the chairman and vice-chairman of each health board except the Eastern Health Board is £860 per annum. As regards the Eastern Health Board the aggregate allowance is £1,210 per annum. The Chairman of the Voluntary Health Insurance Board is paid a fee of £800 per annum and the members are each paid a fee of £520 per annum in accordance with section 6 of the Voluntary Health Insurance Act, 1957. All members of the health bodies listed are entitled to travelling and subsistence expenses at approved rates. Detailed information in relation to the amounts of these expenses are not available to the Department.

Central and Regional Fisheries Boards

(a) and (b) see attached lists.

(c) These are the first appointments made by the Minister for Fisheries and Forestry under the Fisheries Act 1980.

(d) Not specified in Minister's letter of appointment. Under Section 15(2) of Fisheries Act 1980 the appointments may be for up to five years but it is proposed to hold elections to Regional Fisheries Boards within the coming year.

(e) The Chairman of the Central Fisheries Board is paid an annual allowance of £1,000. The members of all boards are paid travelling and subsistence at the appropriate Civil Service rates.

(f) Chairman's allowance for 1980 is £167 (i.e. from 29/10/80). Chairman's allowance for 1981 is £1,000.

The information requested is set out in the following statement.

I have no statutory function as regards the expenses for the RTE Authority.

Members of an Bord Poist and an Board Telecom are not entitled to a standard expense allowance. They are reimbursed in respect of actual out-of-pocket expenses. It is not possible in the time available to produce details of expenses incurred by each member in 1980 or of the estimated cost of expenses in 1981.

Information in respect of each State body under the aegis of my Department is in the tabular statement following. The fees payable per annum are shown under column (e) of the tabular statement. Members-Directors are entitled to travelling and subsistence expenses at the rates payable to civil servants of the highest grades. The information sought in respect of expenses is a matter for the day to day administration of each board.

Thomas Nolan Minister for Labour (Mr. Nolan) Fianna Fáil

An Chomhairle Oiliúna (AnCO) and the Council for Education, Recruitment and Training for the Hotel Industry (CERT Ltd) are the only semi-State bodies under the aegis of my Department. It is assumed that the question does not cover other bodies such as the Labour Court, Employment Equality Agency, Employment Appeals Tribunal, Levy Appeals Tribunal. The information requested by the Deputy in regard to AnCO and CERT Ltd is as follows:

AnCO

(e) Fees of Chairman = £720 a year. Fees of other members = none. Members of An Chomhairle are entitled to travelling expenses and subsistence allowances at the rates and subject to the regulations appropriate to civil servants of the highest grade in respect of journeys undertaken to attend meetings of An Chomhairle.

(f) Total cost of (e) in 1980 = £1.145 (£720 Chariman's fees, £425 travelling and subsistence of council members). Total cost of (e) in 1981 estimated at £1,250.

Council of CERT.

(e) Fees of Chairman = £800 a year. Fees of other members = none. Members of the council are entitled to travelling expenses and subsistence allowances at the rates and subject to the regulations appropriate to civil servants of the highest grade in respect of journeys undertaken to attend meetings of CERT.

(f) Total cost of (e) in 1980 = £7,200 (£800 Chairman's fees, £6,409 travelling and subsistence of council members). Total cost in 1981 estimated at £8,000.
