asked the Minister for Finance if he will consider changing the rule whereby local authorities have to apply to individual Departments before applying to the EEC for aid under the Regional Fund.

The EEC regulation governing the European Regional Development Fund requires that all requests for assistance from the fund are submitted by member states to the Commission. The Commission will not entertain any direct application from individual bodies within any member state. The question of my changing the rule does not therefore arise.
