asked the Minister for the Environment if there have been any changes in the arrangement whereby local authorities issue SDA loans for £1,000 or under for house improvements; if he is aware that applicats are being asked to provide collateral before such loans are sanctioned for small amounts; and if he will make a statement on the matter.

There has been no change in the arrangement whereby local authorities may issue house improvement loans of up to £1,000 without formal security. I am not aware that applicants are being asked to provide collateral but if the Deputy lets me have the details of any such case of which he is aware I shall have the matter investigated.
