Virements in Education Votes
Wilson asked about actual or intended virements across the Department’s Votes. Boland said recent Supplementary Estimates covered anticipated excesses in several Votes, while excesses in Votes 31 and 34 would be met from savings within those Votes.

The recent Supplementary Estimates for Votes, 30, 32, 33 and 35 provided for all excesses in subheads anticipated in these Votes. The position in regard to Votes 31 and 34 is as follows:—

I should like to point out that virement is the application, under the specific authority of the Minister for Finance, of savings on one or more subheads to meet excess expenditure on another subhead or subheads in the same Vote including any new subheads opened during the course of the year. It cannot be effected between Votes.
