Timing of procedural questions

Summary

Molloy asks whether such questions are appropriate before or after Question Time and warns the Ceann Comhairle may be setting a precedent. The Ceann Comhairle says they are not appropriate during Question Time but tries to assist Deputies.

Is it appropriate for Deputies to ask these kinds of questions before Question Time commences or at the end of Question Time?

John F. O'Connell An Ceann Comhairle Fianna Fáil

It is not appropriate at Question Time, but I can understand some Deputies having views on such matters and I am trying to help them.

I suggest that you are creating a precedent.
