Under the Housing Regulations, 1980 (as amended), the latest date for completion of the work and the receipt in my Department of claim for payment of the grant was 30 June 1981. As these statutory requirements were not complied with in this case, the balance of the grant cannot now be paid.

The delay in this case arises from the failure of the applicant to furnish a certificate from his inspector of taxes as evidence that neither he nor his wife had ever built or purchased a house previously. He was asked to furnish this certificate of the 12 March 1981, and again on the 30 April 1982, but it was only received in my Department on 20 May 1982. The grant will be paid shortly.

The application in this case could not be brought to a conclusion because of the failure of the applicant to supply the county council with the necessary information to certify his income for the year ended 5 April 1975. Accordingly, the application was cancelled on 12 January 1979, and the applicant notified to this effect.

A statutory declaration giving details of the applicant's income was submitted to my Department on 2 June 1982. However, in view of the cancellation of the application, this could not be accepted. In any event, the latest date for claiming payment of grants under the old scheme was 31 January 1980. A grant cannot now be paid.

A house improvement grant under the current scheme cannot be allowed in this case because, contrary to a qualifying condition of the scheme, the work was commenced before an inspection was carried out. The applicant has been informed accordingly. The grants allocated under the previous scheme cannot be paid because notification of completion of work and a claim for payment were not received in the Department on or before 30 June 1981, as required under the Housing Regulations, 1980.
