Compulsory purchase powers for library sites

Summary

The Minister said he would consider giving local authorities compulsory acquisition powers for library sites in the next suitable local government Bill. The amendment had not been drafted; pressed for a date amid library land shortages in County Dublin, he hoped the Bill would be introduced early next year.

asked the Minister for the Environment if he will consider amending the legislation covering compulsory purchase orders to allow local authorities to use this procedure to secure sites for libraries.

Comment on this

I intend to consider the inclusion of a provision giving local authorities the necessary compulsory acquisition powers in the next suitable local government Bill.

Comment on this

Can the Minister say if the heads of the amending Bill have been drafted in his Department or circulated to members of the Cabinet?

Comment on this

No, it is only a minor amendment which can be included in the next appropriate Bill.

Comment on this

Exactly when is it likely that this Bill will be introduced? There are areas in County Dublin where there are no library facilities because the county council cannot provide the land under a compulsory purchase order. I do not think it is good enough for the Minister to say it can be "included in the next appropriate Bill"; I want a date.

Comment on this

I am not in a position to give an exact date but I hope it will be early next year.
