Electricity charges and price inquiry
Kirk proposed a 25% electricity-charge reduction to stimulate industry and employment in Dundalk; Spring rejected a town-specific cut, saying prices must be assessed nationally by an inquiry group expected to report by mid-June. Spring confirmed an interim report was delivered in November 1983 but said publication would wait for the final report, though he would consider publishing both.
asked the Minister for Energy if, having regard to the deteriorating unemployment problem in Dundalk, he will consider reducing electricity charges by 25 per cent to stimulate industrial activity in the town.

I do not think that the suggestion is either an acceptable one or the best way to address the problem to which the Deputy refers. The Government, conscious of the impact of electricity prices on industrial competitiveness and employment recently set up a group to carry out an inquiry into such prices. The inquiry group were asked to identify the reasons for the present high prices and make recommendations to achieve a reduction. The group are expected to complete their work and report to the Government in the next six to eight weeks. The Government will then be in a position to review electricity prices in the light of the recommendation contained in the report.

Would the Minister not agree that in that area there are many firms competing with firms in other countries who enjoy much lower electricity costs?

The question relates to the consideration of reducing electricity charges. This must be considered on a countrywide basis as is the purpose of the inquiry group. When that group report, we will make a full evaluation. We are all aware of the desirability to keep down costs and to assist in the area of competitiveness.

My question was on a national basis. I am asking why our charges for electricity for manufacturing are so high.

Is the Minister aware that in October last his predecessor, Deputy Bruton, told the House that he expected to have in the following month an interim report from the committee on electricity prices? Was that report delivered in November and if not has it been delivered since? If it has been delivered will the Minister publish it now?

An interim report was furnished in November 1983 and we are expecting that the group will complete their final report by mid-June next. The intention is not to publish until the final report is available.

I will be considering that. I have no particular interest in not making all the information available to the House.

Why not publish now the interim report that has been available to the Minister for the past six months?
