Employment of a 68-year-old civil servant

Summary

Mac Giolla asked how someone aged 68 remained in the Civil Service despite recruitment restrictions and early-retirement measures; the Chair noted this was separate from the recruitment question.

Will the Minister explain how, with all the restrictions on recruitment, early retirement and so on, a person aged 68 years can be employed still in the Civil Service? Is the Minister aware of that?

That seems to be a totally different question.

The person concerned can still be employed in spite of the restrictions and all the talk about early retirement. How is it that that happens?
