asked the Minister for the Environment if in the case of a new house which does not qualify for a new house grant, a grant for water or sewerage facilities, or both, can be approved.

House improvement grants for the provision of water or sewerage facilities are not available in the circumstances mentioned by the Deputy. However, where such facilities are being installed as part of a group scheme, the appropriate grants would be payable to the particular group, subject to the normal qualifying conditions.
