Funding shortfall for testing

Summary

The Minister attributed the incomplete round to a reduced budget allocation: £24.5 million was provided and £26.2 million spent, compared with £34 million needed for a full test.

I understand that 63 per cent of herds were tested last year and I should like to know if it was because of a lack of finance that a full round of testing was not carried out?
