asked the Minister for the Environment if he has carried out an assessment of the impact of house price rises during 1988 on would-be first time house buyers; the proposals he has to assist them; and if he will make a statement on the matter.

In so far as I am aware first time house purchasers have not generally been significantly affected by house price movements in 1988. The loans and grants schemes designed to assist first time purchasers and others will be continued in operation in 1989.
