Priority questions excluded
Deputy Connaughton protests that two of his four priority questions were excluded, arguing they concerned the economic and social programme, not the budget. The Ceann Comhairle upholds the ruling under precedent and standing orders; the Minister says he too was disappointed because he had prepared answers.
My questions were put down in the context of the Programme for Economic and Social Progress and they have nothing to do with the budget.

Deputy, please desist. Question No. 1 is to the Minister for Social Welfare in the name of Deputy Emmet Stagg. The questions we are embarking upon are questions nominated for priority, to which a rigid time limit of 15 minutes applies under the Standing Orders of this House.
