Delay in starting Question Time

Summary

Shatter complains that Question Time began 15 minutes late with no Minister present; Briscoe attributes the delay to Fine Gael being pulled out by its former leader, the Taoiseach questions Shatter’s concern, and the Ceann Comhairle urges the House to move on.

On a very brief point of order, a Cheann Comhairle, I note that the House has lost 15 precious minutes of Question Time. Will the Government do the House the courtesy to explain why they came to the House 15 minutes late.
