Will the Minister clarify what he meant when he said "to ban sand removal from any beach or classes of beaches" and "to ban any method of sand removal"? Will this provision apply to every beach or only to beaches where there is a prohibition order in place? Will licences that were granted in the past be revoked as a result of the enactment of this legislation?

It applies to any beach for which an order is applied and therefore gives the power to ban in those circumstances. Some of the other issues raised by the Deputy will be covered by the wider Bill.
