Summary
Burke criticized the Government for lacking a quorum and few backbenchers; the Chair called the interruption disorderly, while others remarked on lateness and water rates.
It is no harm to note that it is the Government's responsibility to have a quorum. It does not have one backbencher present.

Only the Taoiseach, two Ministers and six Ministers of State are present, nine in all. Without the Opposition there would hardly be anyone present.
