Consideration by planning authorities of individual applications for planning permission must be based on the proper planning and development of the area, particular regard being had to the provisions of the development plan. Among the purposes for which objectives may be indicated in the plan are objectives determining the provision and siting of schools and other community, including health, facilities.
When a development plan is being reviewed, public notice must be given and it is open to any person or body to make submissions or observations on the draft plan; the local planning authority is required to consider such submissions or observations before making a new plan.
