Michael Noonan Minister for Health (Mr. Noonan, Fine Gael

Limerick East): The organisation to which the Deputy refers is I understand a public foundation incorporated under American and Belgian law which was set up to generate public debate on issues of public concern.

It is unlike other such foundations in that both its funding and its name are linked to the tobacco industry.

It is appropriate for me to reply to the question only in respect of State agencies within my own area of responsibility, and I would consider it selfcontradictory for any health agency to accept sponsorship from the tobacco industry.
