Questions transferred from the Taoiseach
Quinn objects that questions about the Taoiseach’s responsibilities for the Cardiff Summit were transferred to the Foreign Affairs Minister and says he will resubmit them. The Chair rules that the transfer cannot be discussed at this point and directs the House to proceed with questions.
On a point of information, a comprehensive set of questions which I addressed to the Taoiseach with regard to the his political responsibilities in respect of the Cardiff Summit were transferred to the Minister for Foreign Affairs. I wish to inform the Taoiseach that I will resubmit the questions for next week and I request that he answers them.

Clarification on this matter is required. It is now the procedure that where a question tabled to one Minister is transferred to another the decision is the exclusive political responsibility of the head of the Department. Questions tabled by me with regard to the Taoiseach's functions were transferred——
