Ruling on Penrose’s nitrogen directive question
Penrose challenged the ruling that his question on the nitrogen directive was out of order; the Chair directed him to the Ceann Comhairle’s office and ordered him to resume his seat, but he remained in the House hoping to ask a question later.
I wish to ask what happened to my priority question which was to ascertain the attitude of the Department of Agriculture, Food and Rural Development to the implementation of the nitrogen directive and whether it favoured an all-territory or a zonal approach and if the Minister would make a statement on the matter. Why was it ruled out of order?

There is a course of action which the Chair is obliged to take if the Deputy does not resume his seat. Does the Deputy wish to leave the House?
