Dispute over Higgins’s unanswered question
After Leaders’ Questions ended, Higgins continued to demand an answer and complained about the Government’s treatment of the House. The Chair said it could not control ministerial replies and restricted procedural interventions under the rules for Leaders’ Questions.

Leaders' questions are confined exclusively to leaders. I have called the Minister of State.
