Under the contract for the provision and operation of the car testing service, National Car Testing Service Limited is required, inter alia, to comply with all enactments having force of law in the State, which includes health and safety legislation. Responsibility for the enforcement of health and safety legislation is a matter for the Health and Safety Authority.
