Higgins asked the Minister for the Environment, Heritage and Local Government the progress made on the construction of a new treatment plant for Oughterard; if the revised design review report, submitted to his Department on 22 October 2010, has been passed by him; if he will confirm that if he has passed the report the council can then proceed to contract document stage.
