Michael Healy-Rae tries to raise the case of Diarmuid Doyle, who has multiple sclerosis and recently lost his medical card, under proposed health-care legislation. The Ceann Comhairle repeatedly rules the matter out of order and directs him to use parliamentary questions; Noonan says no publication date exists for the legislation.
