Junior Certificate assessment reforms
Finian McGrath raises concerns that education reforms could undermine independent Junior Certificate assessment and seeks corrective legislation. The exchange identifies the universities Bill, while the Taoiseach says he will provide its publication date; intervening remarks and procedural comments are absorbed into the discussion.
On proposed legislation in education, does the Taoiseach share my deep concerns about any loss in the independence, impartiality and integrity of outside independent assessment of our junior certificate? Does he share the concerns of the 27,000 teachers and many parents today about the integrity of our junior certificate being damaged?

Will the Taoiseach look at legislation to row back on this particular issue? Many teachers and parents are concerned about any loss in the professionalism, integrity and objectivity of the junior certificate.

Most parents and teachers support reforms of the education sector but they want to retain the independent, outside assessment of the junior certificate.

If Deputy Finian McGrath proposes to join Deputy Ross, he will have to structure his questions a little more succinctly than that. The only people suffering because of today’s strike are the students. The Minister has bent over backwards to help in this matter.
I am not sure when the universities Bill is to be published. I will advise Deputy Finian McGrath when it will be. I hope it is in time for all the current students when they emerge from second level in order that they can avail of the provisions of the new universities Bill.
