Deputy John Paul Phelan asked the Minister for Health if he acknowledges that there are significant loopholes when it comes to the duty-free purchasing of tobacco and alcohol by those under the age of 18, while his Department intends to prohibit the sale of alcohol to 18- to 20-year-olds in the State; and if he will make a statement on the matter.
