Education and Training Provision
1390. Deputy James O'Connor asked the Minister for Justice, Home Affairs and Migration the eligibility rules and regulatory framework governing access to full-time further education and training , such as post leaving certificate courses for those holding stamp one-g or stamp three immigration permissions; if individuals with these stamps are permitted to enrol in full-time academic courses; and if he will make a statement on the matter. I can advise the Deputy that Stamp 1G and Stamp 3 immigration permissions do not prevent the holder from engaging in study, however, there are different conditions associated with each permission.
Apart from the Third Level Graduate Programme, a Stamp 1G may be granted to spouses, de facto partners or children of Critical Skills Employment Permit, General Employment Permit or Intra-Company Transfer Employment Permit holders, or researchers on a Hosting Agreement. A Stamp 3 immigration permission is granted to people in the State as Ministers of Religion and volunteers working with charitable organisations, as well as spouses, de facto partners and children of certain non-EEA nationals.
Individuals on a Stamp 1G or Stamp 3 immigration permission can enrol on, and commence any course listed on the Interim List of Eligible Programmes (ILEP), or eligible programmes offered by providers with authorisation to use the new TrustEd Education mark awarded by the Quality and Qualifications Ireland (QQI), be that an English language course or a third level degree course.
The eligibility rules and regulatory framework governing access to full-time further education and training are a matter for the Department of Further and Higher Education, Research, Innovation and Science.
