Rotunda dispute and maternity care

Summary

Ivana Bacik welcomed the resolution of the Rotunda impasse but condemned derogatory commentary about women and urged adherence to the national maternity strategy. The Taoiseach agreed that maternity care required deeper discussion, with safety and quality for mothers and babies as the priorities.

It is welcome that the impasse with the Rotunda Hospital has come to an end, and it is important that the principles underlying Sláintecare are upheld. I was concerned, however, by some of the language used by commentators in the debate, with men on social media and in national newspapers using derogatory terms like the "posh push", which is belittling of women and not helpful, especially given the shameful history in this country of women being failed by our reproductive health and maternity care systems. As my colleague Deputy Sherlock pointed out, the national maternity strategy is now ten years old, and almost all of the ambition within it has not been realised: no new midwife-led unit in ten years, less access now to home births, and Domino, the early transfer scheme, not available in every county. To ensure that women have decent choices and a decent maternity care system, we need to see progress on delivering a world-class, midwife-led maternity care model, as envisaged in the maternity strategy. What steps is the Government taking now to ensure that is the case?

I think the Minister is taking a strategic approach to the development of maternity services. There is a lot in what the Deputy says, although it needs to be discussed in more depth. As a former Minister, I have been through the home birth situation. It is not easy. There are a lot a complications, difficulties and challenges. Modern obstetrics has become far more complex and complicated but we need to strive for safety wherever a baby is and in whatever context a baby is delivered. Safety and a quality outcome have to be the number one priority for mother and child. The Minister is feeding into a new strategic direction. It seems to me that one of the issues this recent controversy has shown up again is that in health the institution seems to take precedence over the patient. I know I do not have the time to do so in this one-minute exchange, but we do need to reflect on that.
