1103. Deputy Aisling Dempsey asked the Minister for Housing, Local Government and Heritage if he will commence without delay the provisions of the Planning and Development Act 2024 relating to county development plan frameworks; and if he will make a statement on the matter. [42931/26]

On 31 December 2025, by way of the Planning and Development Act 2024 (Commencement) (No. 5) Order 2025 (S.I. No. 633 of 2025), Chapter 5 of Part 3 of the Planning and Development Act 2024 (Act of 20240 was brought into operation.
This commencement transferred the legislative foundation for development plans to the Act of 2024 while simultaneously removing the legislative underpinning for development plans from the Planning and Development Act 2000 (Act of 2000) by repealing, in full, Chapter I of Part II of the Act of 2000.
A number of transitional provisions are in effect to provide that specified development plan processes underway at the time of the repeal of Chapter I of Part II of the Act of 2000 (for example, proposed development plan variations) continue to operate under the Act of 2000 until such time as those processes conclude.
Under section 68 of the Act of 2024, development plans that were in force under the Act of 2000 at the time of the repeal of Chapter I of Part II of that Act have continued in force under the Act of 2024 and have effect as it they were made under Chapter 5 of Part 3 of the Act of 2024.
