The person concerned submitted two Domiciliary Care Allowance applications in respect of two dependent children on 23rd August 2025. Both of their applications were refused on 10th November 2025, on the grounds that the child in question was not a “qualified child” as required by the governing legislation.
The person concerned submitted two appeals on 12th November 2025. Having considered all of the available evidence, the Appeals Officer found that in both cases, while the child requires some additional care and attention, it had not been established that the care was “substantially in excess of the care required by a child of the same age.
The person concerned submitted requests for a review under section 317 for both appeals on the 27th March 2026. The Appeals Officer having considered that review and the new evidence provided, did not find that the original decisions were incorrect, and both reviews were subsequently disallowed on 7th June 2026.
The person concerned will be notified of the outcome of these reviews in the coming days.
I trust this clarifies the matter for the Deputy.
