Deputy Shay Brennan asked the Minister for Public Expenditure, Infrastructure, Public Service Reform and Digitalisation whether privacy impact assessments, data protection impact assessments, security assessments, or plain-English privacy architecture documents for the Government digital wallet will be published before full rollout. The Government Digital Wallet is being developed in line with the EU eIDAS 2 Regulation, which requires the State to make a Digital Wallet available and sets out EU regulatory requirements on security, certification, interoperability and data protection.
The Department of Public Expenditure, Infrastructure, Public Service Reform and Digitalisation is committed to full transparency in the technical development and delivery of digital public infrastructure, and will ensure that key elements are accessible, explainable, and subject to appropriate public and expert scrutiny.
This will include publishing the source code under open licences, as well as making the technical specifications and standards publicly accessible, which will include information on data use and flows, in line with best practice on technical product development.
