I propose to take Questions Nos. 436 and 437 together.

The National Broadband Plan (NBP) is the Government initiative to deliver high-speed broadband to all premises in Ireland. In addition, Ireland's Digital Connectivity Strategy published in December 2022, sets out a number of targets including that all Irish households and businesses will be covered by a Gigabit network no later than 2028.

Progress is being made by commercial operators in expanding their next generation networks throughout the country including the Deputy’s own county of Dublin ensuring the targets set out in the Digital Connectivity Strategy are achieved. The commercial operators have already passed over 1.06 million premises across County Dublin. These plans will see improved high speed broadband access across County Dublin including the Deputy’s constituency of Fingal West. Commercial operators have indicated that their networks will be upgraded to all urban areas by 2028.

The Department is continuing to monitor these upgrades to ensure any unnecessary barriers to this investment is mitigated.

National Broadband Ireland (NBI) have also advised that in the Deputy’s own county of Dublin which includes Fingal West, a significant investment of €48 million is being made under the NBP. There are over 11,300 premises passed in the Intervention Area with a high-speed fibre broadband network, all of which are available to order/pre-order with over 3,300 premises now connected. A further circa 1,700 premises in Dublin will be passed by NBI high speed fibre broadband by the end of the network deployment.

Currently, the NBP is expected to come in on time and on budget with the main infrastructure build on schedule to be complete by end of 2026.

NBI has a dedicated email address, reps@nbi.ie, which can be used by Oireachtas members for specific queries. It should be noted that NBI provide this information for County Dublin based on NBI deployment areas rather than exact county boundaries.

There are a wide variety of network operators and retail providers available both locally and nationally. Network Operators are those companies that build, manage, and operate the infrastructure that makes accessing broadband possible. Retail Service Providers (RSP) are the companies that consumers buy their service from.

The Commission for Communications Regulation (ComReg) publishes a list of Network Operators and RSP’s on its website at www.comreg.ie/advice-information/broadband-and-home-phone/types-of-broadband-technology/broadband-providersnetwork-operator. The location, be it local, regional and/or national, in which an RSP operates is also provided.

In addition, ComReg also provides information of the network operator servicing an area on its website at www.comreg.ie/broadbandchecker/ . Consumers simply input their address or Eircode to find out the network operator(s) servicing their area.
