Deputy Peadar Tóibín asked the Minister for Culture, Communications and Sport the total amount of public funding allocated to an organisation (details supplied) in each of the past five years; the purpose for which that funding was allocated; whether his Department receives detailed accounts showing how this funding is spent; and if he will publish a full breakdown of funding, by programme, including high performance, passporting, breeding, administration, IT, staffing, legal costs and governance. Horse Sport Ireland is the Sport Ireland recognised National Governing Body (NGB) for equestrian sport in Ireland and is recognised internationally by the Fédération Équestre Internationale (FEI).
Core Grant investment is made with the specific aim of ensuring the long-term sustainability of the NGB in question. As such, all NGBs must submit a grant application to Sport Ireland annually, outlining their strategic objectives, operational and coaching plans for the year ahead and ensuring compliance with financial, governance, safeguarding and anti-doping requirements.
High Performance Programme Funding is the central component of Sport Ireland’s investment in high performance sport. This funding supports NGBs to deliver their high-performance programmes, which include training camps, international competitions, centralised training costs, staff salaries, and senior and pathway athlete supports.
Other funding, such as Women in Sport and Dormant Accounts funding, provides additional targeted opportunities for NGBs to achieve increased investment from Sport Ireland outside of Core Grant funding.

On an annual basis, NGBs are required to sign up to the Sport Ireland Terms & Conditions of Grant Investment which sets out requirements in relation to financial and governance reporting, recognition of investment etc.
The Department of Agriculture, Food and Marine has oversight responsibility for horse-breeding and passporting and any public funds disbursed for those purposes.
