Deputy Charles Ward asked the Minister for Health whether consideration has been given to the treatment of the nursing homes support scheme (fair deal scheme) means test in cases where applicants own or have an interest in properties that are significantly devalued due to defective concrete; if the reduced or impaired market value of such properties is fully recognised in the financial assessment; if there are plans to introduce a specific exemption, adjustment mechanism, or guidance to ensure that applicants are not unfairly assessed on notional property values that do not reflect realisable market value; and if she will make a statement on the matter.
