Deputy Conor Sheehan asked the Minister for Housing, Local Government and Heritage to provide an update on the implementation of the 23 recommendations contained in the Review of the Rental Accommodation Scheme (RAS) published in January 2025; the number of recommendations fully implemented to date; the timeline for the remaining modifications; and if he will make a statement on the matter. My Department undertook a comprehensive review of the Rental Accommodation Scheme (RAS) which was published in January 2025 and contains 23 recommendations aimed at refocusing and rejuvenating the Scheme. The Review confirmed that both RAS delivery streams - Private RAS and AHB RAS - should continue and that RAS remains an important component of the social housing system.
Implementation of the recommendations is progressing. Thirteen recommendations have been fully implemented, with the remaining ten recommendations at various stages of implementation, review or examination.
Given the differing nature of the remaining recommendations and the policy, operational and financial considerations involved, there is no single completion date for implementing these recommendations. They will continue to be progressed on a phased basis, informed by engagement with relevant stakeholders and, where appropriate, evidence arising from the Dublin RAS Pilot Scheme.
