Teaching Council of Ireland

Deputy Colm Burke asked the Minister for Education and Youth the status of an application to the Teaching Council for post primary qualifications assessment (details supplied); if the application will be considered due to the person's qualifications, given the need for European language teachers; and if she will make a statement on the matter. Under the Teaching Council Acts 2001-2015 the Teaching Council is the body with the statutory authority and responsibility for the regulation of the teaching profession in Ireland including the registration of teachers in the State.
The Teaching Council registers teachers under the Teaching Council Act 2001-2015 and in line with the Teaching Council Registration Regulations, 2025. As set out in the Schedule of the Regulations, the Council registers teachers under five routes of registration: Route 1 - Primary, Route 2 - Post-primary, Route 3 - Further Education, Route 4 - Other and Route 5 - Student Teacher. The qualification requirements for each route are set down in the Schedule of the Regulations.
As a statutory body, the Teaching Council is mandated by law to properly determine and to authenticate the relevant standards and qualifications of all applicants for registration, including those who have qualified outside of Ireland. My department has no role in relation to individual teacher registration.
The update provided to the Deputy in relation to this query, on 16 July, is still valid. As previously stated, the registration process for such applicants can take up to 12 weeks, in line with EC Directive 2005/36/EU. This information is also published on the Teaching Council website. The current average processing time reported by the Teaching Council is 7 weeks.
The application referred to by the Deputy in his recent inquiries is now at approximately week 5 of the process, with all required documentation being submitted to the Teaching Council by 23 June. As already stated, assessment is currently ongoing and this applicant will receive a decision from the Teaching Council within the normal processing timelines of up to 12 weeks. The Council will contact the applicant directly with the outcome of the process.
The Teaching Council discharges the requirement to accept applications from eligible overseas applicants for registration in accordance with its legislative underpinning and in line with the provisions of the EU regulatory framework.
The Teaching Council is independent in its registration function, and the applicant should continue to liaise with it regarding the progress of this application.
