Deputy Darren O'Rourke asked the Minister for Housing, Local Government and Heritage further to Parliamentary Question No. 485 of 7 July 2026, the reason small landlords in the current RAS with existing rented properties who are not bringing new properties into this scheme are excluded from the scheme; the rationale behind this; and if he will make a statement on the matter. The Dublin Rental Accommodation Scheme (RAS) Pilot is designed to test whether enhanced measures can attract additional properties into RAS and increase the supply of secure, long term accommodation for eligible households.

The enhanced measures therefore apply to eligible properties newly secured under the Pilot. They are not intended to provide a mechanism for properties already subject to current and valid RAS Availability Agreements to transfer to the Pilot. Those properties are already secured for RAS under existing contractual arrangements and would have to remain subject to statutory limits on rent increases applicable to the existing tenancy under the Residential Tenancies Acts.

Existing RAS landlords, including small landlords, may participate in the Pilot where they make an additional eligible property available. A property previously secured under RAS may also be considered for inclusion in the Pilot where both the RAS Availability Agreement and the associated tenancy have come to an end in accordance with their terms and applicable legislation.

The outcomes of the pilot will be evaluated and will help inform the future development of national RAS policy.
