Deputy Aindrias Moynihan asked the Minister for Housing, Local Government and Heritage the number of households in receipt of HAP in County Cork; the average payment made in each household size or category; the number of these households receiving discretionary increases to the standard limits; and if he will make a statement on the matter. The Housing Assistance Payment (HAP) is a form of social housing support available for people who have a long-term housing need. Any household assessed as eligible for social housing is immediately eligible for HAP. Eligible households can source their own accommodation in the private rental sector which should be within the HAP rent limits provided to them by the local authority.

The latest available data covers the period to the end of Q1 2026. The tables below provide a breakdown of the total number of active HAP tenancies registered by local authority to end Q1 2026 in addition to the average monthly landlord payment, the number of tenancies in receipt of discretion and the average rate of discretion in Cork City Council and Cork County Council.
