I propose to take Questions Nos. 1745, 1844, 1846 and 1864 together.
The Local Democracy Taskforce Report was published on 22 July 2026, alongside the launch of the Government's Implementation Plan for Local Democracy Reform 2026-2029.
The publication of both documents represents the culmination of more than a year of intensive work across the local government sector and marks the beginning of the next phase of local government reform. The reforms set out in the Implementation Plan are designed to ensure that local government has the powers, structures, resources and accountability mechanisms necessary to fulfil its role effectively.
Both the Taskforce Report and the Implementation Plan are available on my Department's website.
The Implementation Plan sets out a programme for implementing the recommendations. Implementation will be undertaken on a phased basis, with the timelines for individual actions set out in the published Implementation Plan. The Government remains committed to working closely with local authorities, elected members and stakeholders to deliver this ambitious programme of reform.
The reforms span a broad range of areas, including strengthening the role of councillors, enhancing public participation in local decision-making, improving transparency and accountability arrangements, strengthening the financial foundations of local government and creating more structured engagement between central and local government.
A number of reforms will commence immediately through administrative and policy measures. Other recommendations will require legislative change and will be progressed over the lifetime of the Implementation Plan.
There will be a range of costs associated with the implementation of the Local Democracy Taskforce reform agenda. These costs will be identified and assessed as detailed policy proposals are developed, considered by Government and progressed by the relevant Ministers.
At this stage, no specific additional funding or staffing allocation has been determined for Offaly County Council, or any other Council arising from the implementation of the recommendations.
Under section 159 of the Local Government Act 2001, each Chief Executive is responsible for the staffing and organisational arrangements necessary to carry out the functions of the local authority concerned.
Any financial and staffing implications arising from the implementation of specific reforms will be considered through the normal Estimates process as implementation progresses over the period to 2029.
Transparency, accessibility of information and effective communications are central to democratic accountability and are key themes throughout both the Local Democracy Taskforce Report and the Government's Implementation Plan.
One of the recommendations of the Taskforce is to provide for the systematic and timely publication and dissemination of key data on local service provision and to improve public understanding of, and engagement with, local government. This recommendation contains a range of actions designed to enhance the quality and availability of information for both elected members and the public.
These measures include greater publication of local authority reports, committee minutes and information relating to key local authority functions and activities. The Taskforce also recommends appropriately resourced communications functions across local government and the development of a coordinated national communications approach to improve public awareness of the important work undertaken by local authorities.
As implementation progresses, my Department will work with local authorities and relevant stakeholders to ensure that citizens are kept informed of reforms and changes to local government structures and arrangements through appropriate communications channels.
