Affordability and the chance to own a home is at the heart of the Government’s housing policy, as embodied within the new housing action plan, Delivering Homes, Building Communities.
The new action plan builds upon the significant progress made under the previous plan, Housing for All, with a key priority being the delivery of more starter homes for purchase and cost rental units, particularly for first time buyers. To achieve this, existing affordable housing supports have been retained and developed to form a Starter Homes Programme, backed up by an unprecedented level of investment by Government, under the National Development Plan.
In order to further drive the delivery of starter homes under the new plan, local authorities, including Cork County Council and Cork City Council, will shortly commence the preparation of new Housing Delivery Action Plans (HDAPs), replacing those previously drawn up under Housing for All. These delivery plans will be informed by social and affordable housing need within each local authority area and will involve collaboration with the delivery partners, including the Land Development Agency and the Approved Housing Bodies.
This expanded delivery will build upon the significant progress already made under our previous plan, Housing for All, with over 22,000 Starter Home supports having been delivered from its launch to the end of 2025.
HDAPs will take account of the nature of the local housing market, and in preparing their HDAPs, local authorities should demonstrate an integrated housing and planning approach, as well as considering how future developments will support balanced mixed tenure communities.
My Department will continue to engage directly with local authorities, to both support the preparation of HDAPs and to monitor implementation over the lifetime of the action plan.
My Department publishes comprehensive programme level statistics on a quarterly basis, tracking affordable housing delivery activity by local authorities and other delivery partners. This is published on the statistics page of my Department’s website at the following link: [www.gov.ie/en/collection/6060e-overall-social-housing-provision/].
