Deputy Donna McGettigan asked the Minister for Justice, Home Affairs and Migration the options available for a person from Belarus who has an expired passport but cannot return to Belarus to renew it due to new rules introduced there, but who needs a current passport for their IRP Stamp 4 card; and if he will make a statement on the matter. An in-date national passport is a requirement to support any application for the renewal of an immigration permission. Where an applicant is not in possession of an in-date passport, but they can provide evidence that they have applied for a new passport, the Registration Office may provide a short-term permission, up to six months, to give them time to obtain a new passport.

In exceptional circumstances, if an applicant can provide evidence that applying for a new passport would present a danger to themselves or their family, the requirement to provide a current in-date passport can be waived for that renewal period. Each request of this nature is considered on a case by case basis.
